Question:

109 Mr. Neville asked the Minister for Agriculture and Food the reason for the delay in payment of a grant to a person (details supplied) in County Tipperary. [8517/99]

The person named applied for the ten month special beef premium scheme on 17 November 1997 in respect of four animals, one of which was ineligible on the grounds of age. He did not submit an area aid application, therefore his premium entitlements were restricted to 15 livestock units. However, as he had a milk quota of 20,950 gallons, the equivalent of 23.3 livestock units, no premium was payable on the animals in question.

The person named did not lodge beef premium applications in 1998.

110 Mr. Ring asked the Minister for Agriculture and Food when persons (details supplied) in County Mayo will receive the remainder of 1998 headage and premia. [8518/99]

The registered herdowner was paid his full entitlement of £1,327.71 under the 1998 cattle headage scheme on 4 February 1999 and he was paid his full entitlement of £2,000 under the 1998 sheep headage scheme on 3 February 1999. The payments are in accordance with the terms and conditions governing the schemes which provide that an applicant qualifying for headage grants may not receive in respect of such grants more than £89.62 per forage hectare. He received his full entitlement of the 1998 sheep headage top-up of £225 on 3 February 1999.

The registered herdowner was paid his full entitlement of £3,085.06 under the 1998 suckler cow premium scheme on 3 February 1999, and he received £300 under the 1998 winter fodder scheme on 18 December 1998. He will be paid the 50 per cent top-up under that scheme shortly.

The registered herdowner was paid his full entitlement of £4,588.98 under the 1998 ewe premium scheme; the first advance of £2,156.53 was paid on 19 June 1998, the second advance of £1,065.40 was paid on 22 October 1998 and the balance of £1,367.05 was paid on 26 February 1999.

Question:

111 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive a 1998 suckler cow premium. [8519/99]

The person named applied for suckler cow premium for small scale milk producers on four cows on 28 May 1998 and declared that she had a total of ten cows, including dairy cows, in her herd. Her milk quota is recorded as 9286 gallons.

Under paragraph 2 of the terms and conditions of the suckler cow premium scheme for small scale milk producers, applicants must have suckler cows surplus to the cows needed to produce their quotas in order to be considered for payment.

The person named is deemed to require 10.35 cows – milk quota of 9286 divided by the national average yield of 897 gallons – and as she declared a total of ten cows in her herd she is not entitled to payment in respect of her 1998 suckler premium application for small scale milk producers.
