Dinny McGinley

120 Mr. McGinley asked the Minister for Agriculture and Food when sheep headage will issue to a person (details supplied) in County Donegal. [8720/99]

The applicant declared a total of 2.78 hectares on his area aid form. He does not therefore satisfy the minimum three hectares required in order to qualify for headage payments.

Question:

121 Cecilia Keaveney asked the Minister for Agriculture and Food the position in relation to an area aid application for a person (details supplied) in County Donegal. [8721/99]

The 1998 area aid application form of the person named has been fully processed. The cattle headage payment and the first instalment – 80 per cent – of the special beef payment have already issued. Balancing payments under the special beef premium scheme cannot commence until all 1998 ten month applications have been examined and processed and the position of Ireland's national beef premium quota is determined.

122 Mr. Naughten asked the Minister for Agriculture and Food the reason a person (details supplied) in County Roscommon was refused full payment on his 1997 suckler cow scheme application; if this decision will be re-investigated; and if he will make a statement on the matter. [8734/99]

123 Mr. Naughten asked the Minister for Agriculture and Food the reason a suckler cow quota was removed from a person (details supplied) in County Roscommon; if this decision will be reconsidered; and if he will make a statement on the matter. [8735/99]

I propose to take Questions Nos. 122 and 123 together.

The herdowner lodged an appeal on 28 May 1998 concerning his 1997 suckler cow premium application and his suckler cow quota. The herd- owner applied for suckler cow premium for 28 cows. As one tag number was listed twice on the application, only 27 cows were eligible for payment. In 1997 the herdowner had a permanent suckler cow quota of 26 plus nine quota rights which were allocated to him from the national reserve. Quota rights allocated from the national reserve which are not used cannot be retained by the herdowner. An appeal was examined by the headage and premia appeals unit and was found to be unsuccessful. The herdowner was informed of the outcome on 9 February 1999.
