229 Mr. J. O'Keeffe asked the Minister for Arts, Heritage, Gaeltacht and the Islands her views on the 1 per cent for art scheme associated with major capital projects; her views on whether there are quite a number of artists resident on our islands; and if she will ensure that the works of art are commissioned to coincide with major capital projects. The commissioning of public art under the 1 per cent for art scheme is a matter for the State or local authority which is promoting the capital project.

The 1 per cent for art scheme has played a very significant role in the commissioning and development of public art over the last number of years. The public art report which was published in 1997 reviewed the schemes being operated by Departments and highlighted the need for a more strategic approach to public art. The findings of that report have informed the reassessment of the procedures and guidelines of the Departments that operate the scheme.
