85 Mr. J. O'Keeffe asked the Minister for the Environment and Local Government if his attention has been drawn to the fact that some local authorities include family income supplement in assessing liability for differential rents; the local authorities which do include family income supplement in the assessment of liability; and if he will issue guidelines to local authorities to ensure that this practice is discontinued. Local authorities are responsible, as an integral part of their housing management functions, for the determination of the rents of their dwellings and for decisions on the types of income to be taken into account in the assessment of rents. I have no proposals to change these arrangements which are in keeping with Government policy of maximum devolution of functions to local authorities. On the basis of the information available to my Department, I understand that the following include family income supplement in their rent assessment:
