Michael Finucane

Question:

152 Mr. Finucane asked the Minister for Agriculture and Food when a fodder grant will be paid to a person (details supplied) in County Limerick. [12636/99]

The person named lodged an application for assistance under the special fodder hardship fund scheme. Following consideration of the application it has been decided that he is not entitled to aid under this scheme.

Question:

153 Mr. Higgins (Mayo) asked the Minister for Agriculture and Food the reason for the delay in the payment of area aid to a person (details supplied) in County Mayo. [12638/99]

In accordance with the regulations extensification premium is payable on all animals paid under the suckler cow and special beef premium schemes if the stocking density on the holding is less than 1.4LUs per hectare. It is intended to commence payment of the 1998 extensification premium in June when details of the 1998 schemes have been finalised. The person named will then be considered for payment and if the stocking density is less than 1.4LU/HA his full entitlement under this scheme will be paid before the end of June.

155 Mr. Ellis asked the Minister for Agriculture and Food when headage grants will be paid to a person (details supplied) in County Sligo. [12712/99]

The person named submitted an incomplete area aid application, in that he did not enter all the land he wished to claim on his application form. An amended application form which was subsequently accepted by the area aid unit was not accompanied by all the relevant maps. Following further contact by the area aid unit the applicant submitted completed maps. These maps have now been processed. Overclaims have been determined on all but one of the parcels claimed by the applicant. Furthermore, one of the overclaimed parcels is also the subject of a dual claim. The applicant has been written to concerning the resolution of these problems and a reply is awaited.

156 Mr. Perry asked the Minister for Agriculture and Food if, further to Parliamentary Question No. 248 of 20 April 1999, a payment will be released for a person (details supplied) in view of the fact that all documentation is lodged; and if he will make a statement on the matter. [12721/99]

As stated in my reply to Parliamentary Question No. 248 of 20 April 1999, no area aid application form was received from the person named in 1998. However, on the basis of the medical certificate submitted by the Deputy, the area aid unit agreed that a late application would be accepted. A 1998 application for the person named was issued, and was received back in the area aid unit recently.

A problem has arisen in that the area aid unit does not have a map showing the boundaries of plots that the applicant included on his application. Maps have issued to the herdowner and when these are completed and returned his application will be processed.

The documents requested have not yet been received. On receipt they will be processed immediately.

The person named made an application under the 1998 cattle headage scheme and suckler cow premium on 26 May 1998. His headage application will be processed for payment once all area aid documents are in order, however payment of his 1998 suckler cow grant cannot be considered as the person named did not hold any quota rights for the year in question.

A fourth year REP payment has issued to the person named in the last few days.
