Question:

166 Mr. Ring asked the Minister for Agriculture and Food the reason a person (details supplied) in County Mayo did not receive winter fodder aid payments; and if he will be considered under the special fodder hardship fund. [12864/99]

The person named did not lodge an application under the 1998 suckler cow premium, ewe premium or sheep headage schemes and did not hold a milk quota at 1 April 1998. Therefore, he does not qualify for assistance under the winter fodder scheme. He did submit an application for assistance under the special fodder hardship scheme and qualifies for aid of £141. Arrangements are being made to issue payment as soon as possible.
