229 Mr. R. Bruton asked the Minister for Education and Science if teachers are given an employment contract; and if he will make a statement on the matter. [15757/99]

Primary teachers are appointed by boards of management subject to the sanction of the patron and the Minister for Education and Science. The constitution of boards and rules of procedure for boards of management of national schools provide that boards of management enter into an agreement with teachers on an agreement form provided by my Department.

Teachers employed by vocational education committees are given contracts of employment. The authorities of secondary schools have been advised to issue a contract of employment to all teachers.

Discussions in relation to a contract for teachers employed in community-comprehensive schools are taking place on an ongoing basis between the managerial representatives and teacher unions. Teachers in community-comprehensive schools have an implied contract of employment in the absence of formal contracts.
