Written Answers. - Underage Drinking.

Question:

297 Mr. Hayes asked the Minister for Justice, Equality and Law Reform if his attention has been drawn to the problem of anti-social activity and under aged drinking within public parks; the discussions, if any, he has had with the Garda Commissioner and local authority officials on the matter; the plans, if any, he has to address this issue particularly as it relates to large urban areas; and if he will make a statement on the matter. I refer to my answer to No. 734 to the Deputy on 29 September 1999 on this matter. The Garda authorities have informed me that they are aware of the issues of underage drinking and anti-social activity in public parks. These issues are addressed as an operational matter by the Garda Síochána. In this context, it is open to the Garda authorities to consult with the local authorities as appropriate.

Various initiatives in the area of juvenile crime aim to divert young people from becoming involved in criminal and anti-social behaviour The programmes can improve the quality of life of young people, through various outdoor activities, communication skills and personal development training and they also help promote gardaí-community relations. These programmes, are managed by members of the Garda, the Probation and Welfare Service and various voluntary and statutory groups. The programmes are established countrywide and are in areas where the need is greatest.
