Dinny McGinley

Question:

181 Mr. McGinley asked the Minister for Agriculture, Food and Rural Development the reason for the delay in payment of cattle headage to a person (details supplied) in County Donegal; and when it will be paid. [20485/99]

The area claimed on a commonage parcel by the applicant as part of his 1999 area aid application exceeded the part share of the commonage to which he has entitlement. This matter has now been resolved and outstanding payments will be made as soon as possible.

182 Mr. G. Reynolds asked the Minister for Agriculture, Food and Rural Development the reason a person (details supplied) in County Leitrim has not received 1999 cattle headage. [20491/99]

Payment under the 1999 cattle headage scheme will issue to the person named within the next seven days.

183 Mr. Ring asked the Minister for Agriculture, Food and Rural Development when a person (details supplied) in County Mayo will receive 1999 cattle and sheep headage payments. [20611/99]

In order to be considered for cattle and sheep headage payments, herdowners must submit a valid area aid application for the relevant year. The person named did not submit an area aid application in 1999 and consequently no headage payments can be made.

184 Mr. Ring asked the Minister for Agriculture, Food and Rural Development the reason a person (details supplied) in County Mayo has not received 1999 cattle and sheep headage; and when he will be paid. [20612/99]

The person named included commonage in his 1999 area aid application, but did not provide proof of his entitlement to claim this commonage. The herd owner has been contacted in this regard and when the necessary proof is provided, his application will be processed.

Payments under the 1999 sheep headage scheme and the 1999 cattle headage scheme will be made to the person named as soon as his 1999 area aid application is fully processed. Payment of the first advance of £1,196.52 under the 1999 ewe premium scheme issued to the person named on 11 June 1999. The second advance of £612.61 is being issued.

185 Mr. Yates asked the Minister for Agriculture, Food and Rural Development if a person (details supplied) in County Wexford will be paid the full entitlement of livestock payments in view of the fact he has completed the necessary form for his late father. [20625/99]

Applications in respect of the 1999 suckler cow/cattle headage and ewe premium/sheep headage schemes and beef premium schemes have been submitted and accepted. Before payment can be made, however, it will be necessary for the person to whom payment is to be made to submit proof of entitlement to payment. If the late herd owner made a will, a copy of the probated will should be submitted to my Department. If the late herd owner died intestate it will be necessary to submit letters of administration.

186 Mr. Yates asked the Minister for Agriculture, Food and Rural Development if a person (details supplied) in County Wexford will be awarded ewe headage payments in view of the fact that his commonage grazing rights are the same as previous years and were allowed. [20626/99]

Under the terms of the 1999 area aid scheme, all applicants who claim a commonage share in 1999 must provide proof of their entitlement to that share. The documentation submitted by the person concerned is not sufficient evidence to support his commonage grazing rights as declared on his 1999 area aid application form. My Department has contacted the applicant, requesting further evidence and when this is provided his application will be processed without delay.
