193 Mr. McGrath asked the Minister for Agriculture, Food and Rural Development the circumstances by which a farmer applicant for the national scheme of investment aid for the control of farm pollution can have his application refused based on an alleged failure to complete his farm improvement programme of 1987; his views on whether this refusal will prevent farmers from joining the REP scheme; and if he will make a statement on the matter. A condition of the national scheme for the control of farm pollution stipulates that farmers following a farm plan under the farm improvement programme, FIP, must complete all investment works planned under the programme before they are eligible to apply for aid under the scheme. This stipulation may affect some FIP participants who may require additional pollution control facilities, not provided for under their FIP plans, to enable them to meet the terms and conditions of the rural environment protection scheme.
