190 Mr. Penrose asked the Minister for Agriculture, Food and Rural Development the basis and the provisions which permit his Department to offset income tax deemed to be due to the Revenue Commissioners against premium on sundry payments due to an applicant under these schemes; and if he will make a statement on the matter.
