Bruton asked the Minister for the Environment and Local Government if his attention has been drawn to the frequently poor services, responsiveness and accountability of management companies established to run apartment developments which are not destined to be taken in charge by local authorities; if he will introduce legislation to regulate their operations either separately or as part of the Planning and Development Bill, 1999; and if he will make a statement on the matter.
