121 Mr. R. Bruton asked the Minister for the Environment and Local Government if his attention has been drawn to the frequently poor services, responsiveness and accountability of management companies established to run apartment developments which are not destined to be taken in charge by local authorities; if he will introduce legislation to regulate their operations either separately or as part of the Planning and Development Bill, 1999; and if he will make a statement on the matter. The obligations and performance of management companies for apartment developments are matters of contract between the company and the occupiers of the apartments and I have no function in this regard. I have no proposals to introduce legislation covering the operations of such companies.
