The Casual Trading Act, 1995, has as its main purpose the delegation of all operational functions in relation to casual trading from central government to local authorities.
I have not had occasion to meet the Irish Organisation of Market and Street Traders but my officials, as a courtesy, have met representatives of that body on a number of occasions since the coming into force of the Casual Trading Act, 1995. The meetings have normally been concerned with discussions on the implementation of the Act and problems encountered by traders with local authorities. It must be understood that under this law it is the elected local authorities who now control the operation of casual trading. Accordingly, it is to those bodies that representations should now be made.
