Question:

462 Mr. Gormley asked the Minister for Health and Children if he has received the booklet on ibogaine which it is claimed is very effective in countering opiate addiction; and if he will make a statement on the matter. [1657/00]

Government policy in relation to drug misuse is that a wide range of drug treatment options should be provided, including methadone maintenance, detoxification and other programmes aimed at those addicted to drugs, especially those addicted to heroin. The overall aim is to restore people to a drug free lifestyle, although it is recognised that this may not be a realistic goal for some long term drug users, especially in the short term.

The provision of treatment services for drug misusers is a matter for the health boards in the first instance. Where a substitution drug is recommended for the treatment of opiate dependence methadone is the current preferred option. However, the medical consultants involved in the treatment of such patients continually monitor and review new treatment therapies. I understand that ibogaine is being monitored by the consultants, but at present there is insufficient data to justify the use of this drug outside of the research setting. If, however, following research this drug is proven to be effective in the treatment of drug misuse it will be considered for use in drug treatment programmes, should this be appropriate.

I have not seen the booklet referred to by the Deputy. If, however, he wishes to submit it to my Department I will arrange to have it reviewed.
