155 Mr. Kenny asked the Minister for Finance the number of civil servants in each Department; the numbers by grade in each Department headquarters in Dublin; and if he will make a statement on the matter. [6696/00]

The number of civil servant posts in each Department is set out in Table 1.

Table 2 sets out the number of civil servants by general service grade and other categories in each Department and office in the Dublin area.

The following table sets out by Department the number of principal and assistant principal officers on the higher scale.

The principal higher scale and assistant principal higher scale are separate grades from the standard grades of the same name. Posts are graded at the higher levels where management deems that the scope and quality of the duties and responsibilities involved are greater than applies in the case of the standard grades.

Appointment to the higher grades is by way of promotion either within the Departments which have these grades or from an interdepartmental competition. Promotion is on the basis of the best qualified candidate from among those eligible.

157 Mr. Kenny asked the Minister for Finance if he will give details of the recent principal officer interdepartmental competition; the number of eligible officers in each Department; the number of eligible candidates; the number who attended for interview; the number of nominees sent forward to second stage interview; the number of nominees sent forward to third stage interview; and if he will make a statement on the matter. The principal standard scale Civil Service promotion competition announced in Department of Finance circular 23/99 took place in late 1999 and early 2000. The information on the competition sought by the Deputy is set out in the following table. In summary the position is as follows.

A total of 1,131 civil servants, mainly in the assistant principal standard scale grade, were eligible to enter the competition. Some 453 of these officers actually entered the competition and 426 of these candidates in turn attended the initial interview stage within their own departments. This internal departmental interview stage resulted in 124 candidates being nominated for the second interview stage of the competition, which was the preliminary Civil Service Commission interview stage. Arising from this second interview stage, 45 candidates were selected to go forward to the third and final interview stage of the competition which was also run by the Civil Service Commission.
