70 Mr. Penrose asked the Minister for the Marine and Natural Resources if he has received a submission from an association (details supplied) requesting that the ESB prepare over a ten year period a proper development plan for the Shannon which would specifically refer to appropriate restocking measures, involve the eel fishermen in its preparation and involve a clear restructuring of the present system; and if he will make a statement on the matter. 71 Mr. Penrose asked the Minister for the Marine and Natural Resources if he will abide by a commitment given by his predecessor, during the course of the passage of the Fisheries (Amendment) Bill, 1999, in Seanad Éireann, that he would look favourably upon the establishment of an eel fishing review group, which would have as its central aim the achieving of the maximum potential of eel fishing on the River Shannon, and facilitate submissions from an association (details supplied) among others; and if he will make a statement on the matter. 72 Mr. Penrose asked the Minister for the Marine and Natural Resources his views on whether the River Shannon is producing only about 10% of it's eel producing capacity; if he will encourage the Shannon Regional Fisheries Board to undertake a more expansive eel stocking programme; and if he will make a statement on the matter.
