70 Mr. Penrose asked the Minister for the Marine and Natural Resources if he has received a submission from an association (details supplied) requesting that the ESB prepare over a ten year period a proper development plan for the Shannon which would specifically refer to appropriate restocking measures, involve the eel fishermen in its preparation and involve a clear restructuring of the present system; and if he will make a statement on the matter. 71 Mr. Penrose asked the Minister for the Marine and Natural Resources if he will abide by a commitment given by his predecessor, during the course of the passage of the Fisheries (Amendment) Bill, 1999, in Seanad Éireann, that he would look favourably upon the establishment of an eel fishing review group, which would have as its central aim the achieving of the maximum potential of eel fishing on the River Shannon, and facilitate submissions from an association (details supplied) among others; and if he will make a statement on the matter. 72 Mr. Penrose asked the Minister for the Marine and Natural Resources his views on whether the River Shannon is producing only about 10% of it's eel producing capacity; if he will encourage the Shannon Regional Fisheries Board to undertake a more expansive eel stocking programme; and if he will make a statement on the matter. I propose to take Questions Nos. 70 to 72, inclusive, together.

I have received a submission from the association referred to by the Deputy in relation to the development of the eel fishery in the Shannon catchment.
In keeping with the commitment given by my predecessor during the course of the passage of the Fisheries (Amendment) Bill, 1999, I intend to establish an eel fisheries strategic review group. I will be inviting the key players in the sector to participate in the review, including the ESB.
The review group will assess all issues relating to the development of the sector, including structures, development plans and general regulation of the industry. This will include the development and regulation of the eel fishery in the Shannon catchment. I will be asking the review group to seek and consider submissions from all interested parties, including the association referred to by the Deputy, as part of its consideration and development of an overall strategy.
