A copy of the letter from the company has been received in my Department. The views expressed in the letter concerning an amendment to the Planning and Development Bill, 1999, may be considered during the forthcoming Committee Stage debate on the Bill in the Dáil. It is important, however, that in the interests of overall planning and sustainable development, planning authorities and An Bord Pleanála should consider the broad environmental consequences when deciding on applications for development which are subject to integrated pollution control licensing. In this way a more holistic approach can be brought to the consideration of the overall effects on the locality of such developments. It is not the intention of the Bill that planning would be duplicating or second guessing the granting of the IPC licence or the conditions attaching to such a licence.
