101 Ms Shortall asked the Minister for the Environment and Local Government if he has satisfied himself with the fine imposition to fine collection ratio in respect of on-the-spot litter fines; the reason so many fines are not paid; the action, if any, he is taking to address the problem; and if he will make a statement on the matter. [11255/00]

Responsibility for the enforcement of the Litter Pollution Act, 1997, including the enforcement of on-the-spot fines, is a matter for individual local authorities. I have recently written to local authorities calling for further intensification of their enforcement action.

The National Anti-Litter Forum, which was established last July, is reviewing a wide range of issues associated with litter pollution, including local authority enforcement action generally, and is due to report shortly with proposals for additional anti-litter measures. The forum recommendations, including any relating to enforcement, will be given detailed consideration in my Department.
