Question:

50 Mr. Quinn asked the Minister for Foreign Affairs his views on the recently published review of the criminal justice system in Northern Ireland; and if he will make a statement on the matter. [10879/00]

The Government welcomes the publication by the British Government of the report of the review of the criminal justice system in Northern Ireland. The Government is of the view that, when fully implemented, the recommendations of the report will contribute towards achieving a criminal justice system consistent with the aims set out in the Good Friday Agreement.

The report of the review group provides a comprehensive and wide-ranging view of the Northern Ireland criminal justice system, other than policing and those aspects of the system relating to emergency legislation. Particularly significant amongst its recommendations are those which deal with the establishment of an independent public prosecution service, an attorney general for Northern Ireland and a judicial appointments commission. The report also contains recommendations for structured co-operation between the criminal justice agencies on both parts of the island.

The British Government has begun a six month process of consultation on implementation of the report. This is scheduled to end on 29 September. My Department is currently engaged in a detailed analysis of the recommendations of the report.

The Government intends to press for the early and effective implementation of the report with the aim of putting in place a fair and impartial system of justice for both communities in Northern Ireland and one which will have the confidence of both.
