Question:

256 Mr. Deenihan asked the Minister for the Environment and Local Government if his Department has received an application under the remedial works scheme for the installation of central heating and PVC windows and doors in its older housing stock from Kerry County Council; if so, if it has been approved; and if he will make a statement on the matter. [13630/00]

An incomplete application form seeking assistance under the remedial works scheme for works to 119 houses in various locations throughout the county was faxed to my Department by Kerry County Council yesterday, 15 May. Should the council wish to pursue this issue it will be necessary for it to submit a properly completed application which takes into account the terms of circular letter, HRT 2/99 of 24 May 1999 and associated guidelines. My Department will be writing to the council to this effect.

I must, however, emphasise that the management, maintenance and improvement of their existing dwellings, including the installation of central heating and replacement of windows and doors is the responsibility of local authorities to be defrayed from their own resources. However, where capital funding is made available under the remedial works scheme to assist authorities in carrying out major essential works to designated housing estates, the installation of central heating and replacement of windows and doors, may form part of the works undertaken.
