Vol. 519 No. 5

Written Answers. - National Development Plan.

Ulick Burke

Question:

246 Mr. U. Burke asked the Minister for the Environment and Local Government if plans for infrastructure development in County Galway under the national development plan will be completed and implemented within the stated timescale; and his views on whether adequate contractors can be made available to carry out all projects now at planning stage; and if he will make a statement on the matter. [14369/00]

The national development plan provides for a total investment of nearly £21 billion – 1999 prices – in infrastructure over the period 2000-6 and sets out a strategic framework for the development of physical infrastructure over that period. This framework will be further elaborated in the economic and social infrastructure operational programme that is at present being drawn up under the plan. It is a matter for the various implementing agencies, including Departments, local authorities and other public bodies, including the National Roads Authority, to undertake the more detailed programming of the work required and to manage the planning, design and implementation of individual infrastructure projects. This work is now well under way and every effort is being made to ensure the efficient and effective delivery of improved infrastructure throughout the country, including Galway.

To assist the process, a broad ranging package of measures is being pursued under the direction of the Cabinet Committee on Infrastructural Development to improve programme management and project delivery. The availability of cost effective construction industry capacity will be critical to the delivery of the infrastructure investment programmes. This issue is being considered by the construction industry forum and is also being addressed by the cross-departmental team on infrastructural development. The commitment under the plan to a definite programme of infrastructural investment over the forthcoming seven years will assist the construction industry to plan the expansion of its capacity, including through international partnerships, to deliver the ambitious programme.
