35 Caoimhghin Ó Caoláin asked the Minister for Justice, Equality and Law Reform the discussions he has had in relation to the electronic intelligence-gathering network known as ECHELON; if he intends to enter into agreements with other states in relation to ECHELON; and if he will make a statement on the matter. 44 Mr. Gormley asked the Minister for Justice, Equality and Law Reform if Ireland is now a member of, intending to be a member of, or co-operating in any way with the UK-USA signal intelligence, SIGNET, gathering network; and if so, if he will outline the co-operation entailed. [15408/00]

I propose to take Questions Nos. 35 and 44 together.

The question of intelligence networks such as those mentioned by the Deputies can arise in the course of discussion within the EU Council of Justice and Home Affairs Ministers on interception of telecommunications. Ireland, however, is not a member of these networks, does not propose to become a member, and has not, therefore, taken part in any discussions with a view to membership.
