Vol. 523 No. 5

Written Answers. - Special Educational Needs.

Ivor Callely

Question:

96 Mr. Callely asked the Minister for Education and Science the support in place for children in primary schools in Dublin 3, 5 and 9 who have speech difficulties; if speech therapy and other support is available; the waiting period in this regard; and if he will make a statement on the matter. [21248/00]

Where children with speech and language disorders are concerned, the availability of a speech therapy service is crucial. Responsibility for providing speech therapy services rests with the relevant health authority.

My Department makes provision for such children through the establishment of special dedicated classes which are generally attached to ordinary primary schools. Each such class operates at a maximum pupil teacher ratio of 7:1 and the children attending these classes attract a special rate of capitation funding. In arranging for the establishment of these special classes, my Department works closely with the relevant health authority to ensure that the necessary speech therapy service is made available to the pupils.

There are three special classes for children with speech and language disorders on the north side of Dublin at present. Further special classes will be established where a need is identified on the basis of processional assessments. My Department does not have details regarding waiting lists for such services. However, where a need is identified, every effort is made to put the necessary education and speech therapy services in place as speedily as possible.

It is my intention to continue to liaise with my colleague, the Minister for Health and Children, to ensure that adequate speech therapy services are available to all school-going children who require this support.
