Minister for Agriculture, Food and Rural Development
when a person (details supplied) in County Mayo will receive his 2000 cattle and sheep headage in view of the fact that he returned maps about six weeks ago indicating he was not claiming the land the area aid unit has alleged he was claiming.

One of the parcels claimed by the person named in his 2000 area aid application overlapped with a parcel of land claimed by another applicant. The person named was contacted in this regard and in his reply clarified the position by including a map showing the correct position. This information has now been entered on to the Department's electronic database.
The 2000 area aid application for the person named was randomly selected for inspection in accordance with EU regulations. The results of this inspection are expected to be returned to the area aid unit within the next ten days and will then be processed without delay. Any payments that may then arise will be made as soon as possible.

the reason a person (details supplied) in County Westmeath whose herd was totally depopulated but who has since restocked has not had his application for suckler cow subsidy paid to date; if the payment of same is being held up due to his Department's decision that his herd is due for inspection, and he is awaiting a date for same; and if he will make a statement on the matter.

The person named submitted a 2000 suckler cow premium application to my Department on 31 May 2000 on which he applied for premium on 32 cows and eight heifers.
The application of the person named has not yet been fully processed for payment. It is not possible to ensure that all cases are processed fully prior to 16 October. However, every effort is being made to finalise outstanding claims. In line with my commitment in the protocol on direct payments to farmers my Department will strive to ensure that in relation to eligible claims advance payments will be made within 30 days of the end of retention.

when a person (details supplied) in County Cork will receive suckler premium.

The person named submitted an application under the 2000 suckler cow premium scheme on 31 May 2000 on which he applied for premium on 60 animals. An inspection on the herd was carried out on 26 July 2000 at which the person named presented three animals which he said had been retagged. The person named was asked to forward certification from his veterinary surgeon with regard to the animals which had been retagged. To date no such certification has been received.
The person named has again been asked to forward the documentation and when it is received entitlement under the 2000 suckler cow premium scheme will be examined.
The person named submitted an application under the 2000 cattle headage scheme. As the claim under the cattle headage scheme exceeds £500 the person named has been requested to furnish his RSI number before payment can be made. In addition, as he is applying for cattle headage for the first time he has been requested to forward evidence of ownership of the land which he is farming. To date no documentation has been received.
When all information required is received by my Department, the claims of the person named will be processed and any entitlement established will be paid.

the number of farmers receiving premium payments in Counties Sligo, Leitrim, Longford, Roscommon and Donegal in each of the past years 1995 to 2000.

The information requested by the Deputy is not readily available as the payments under the headage and premium schemes are operated in my Department on a scheme by scheme basis only and many farmers apply for one or more schemes each year. However, the number of farmers who submitted area aid applications is a good indicator of the number of farmers receiving payments and figures in respect of area aid applications received for the counties and years requested by the Deputy are shown on the following tables. Also provided in attached tables are the number of applications that were paid under each headage and premium scheme for the counties and years concerned. The number of applications paid would equate with the number of farmers paid under each scheme except for the 1995 and 1996 special beef premium scheme for which details of applications only are available.
