173 Ms Shortall asked the Minister for the Environment and Local Government if he will assist Dublin Corporation, by way of subsidy, to allow the speedy introduction of a paper recycling collection service; and if he will make a statement on the matter. [4770/00]
The waste management plan for the Dublin region provides for the introduction of household segregation and separate collection of organic waste and dry recyclable materials, as well as an extended network of bring facilities, civic amenity sites and other waste treatment facilities.
I understand that proposals for the implementation of an extensive new collection service for recyclables, which will include waste paper, are already at an advanced stage.
In so far as the financing of waste services is concerned, regard must be had to the need to give effect to the polluter pays principle. It is apparent that relatively low waste disposal costs have militated against a good material recycling performance and waste recovery generally. National waste management policy, as set out in the policy statement: Changing our Ways strongly advocates that local authorities move rapidly towards full cost recoupment for the waste services which they provide, by means of use-related waste charges levied on all waste producers, including households and commercial-business concerns. Currently, Dublin Corporation is one of a small minority of local authorities which does not levy household waste charges.
