Question:

244 Mr. Yates asked the Minister for the Environment and Local Government the proposals he has to alter the driving test in terms of its content or introduce any obligation to do a pre-test course, which would include features of driving such as night driving; and if he proposes to alter the management structure for the carrying out of tests in view of the delays being experienced in obtaining a test. [24883/00]

Common standards for driving tests are already laid down by the provisions of Directive 91/439/EEC which have been transposed into Irish legislation. No proposals exist at present to add to or amend these standards in relation to obligatory pre test courses or otherwise.

Action is, however, being taken nationally to improve the training and/or testing of new drivers through the following measures: registration and-or testing of driver instructors; development of a theory test for novice drivers: it is expected that the contract for the provision of this service will be signed shortly; and sponsorship by my Department of a programme by the Irish motorcycle action group to provide initial practical training for motorcyclists.
In relation to the carrying out of driving tests, a review by consultants of the organisation and delivery of driving test services is currently under way with a view to making the driving test service more efficient and responsive to demand.
