148 Mr. M. Higgins asked the Minister for the Environment and Local Government the proposed timetable for the implementation of the measures contained in the national climate change strategy; if he will confirm that greenhouse gas emissions here in 1998 were already higher than the limits agreed for the year 2010 under the Kyoto agreement; the steps he is taking to deal with this situation; and if he will make a statement on the matter. O'Keeffe asked the Minister for the Environment and Local Government the plans he has to enable Ireland to keep its international environmental commitments on greenhouse gas emissions; and if Ireland is on course on the basis of present policies to exceed the agreed quota limits by 15 million tons of CO2 which would put Ireland over 200% above agreed international limits. I propose to take Questions Nos. 148, 239, 241, 264, 344 and 364 together.

I refer to the reply to Question No. 683 of 7 November 2000. Projections of greenhouse gas emissions, including CO2 emissions, for 2010 on a "business as usual" basis are set out at pages 86 and 87 of the recently published national climate change strategy. The breakdown on a sectoral basis is on page 88.

The overall arrangements for the implementation of the strategy are set out in chapter 11, and dates and timeframes for implementation of specific measures are included, as appropriate, throughout the strategy with the details of these measures.

A copy of the strategy has been placed in the Oireachtas Library.
