Question:

228 Mr. S. Ryan asked the Minister for Agriculture, Food and Rural Development if a new post of director of strategic development was recently filled by Teagasc; if the post was advertised and filled by public competition; if the post was filled with the approval of the board of Teagasc; if the appointment was approved by him or the Minister for Finance; and if he will make a statement on the matter. Section 8 of the Agriculture (Research, Training and Advice) Act, 1988, provides, inter alia, that the grades of the staff of Teagasc and the number of staff in each grade shall be determined by Teagasc with the consent of the Minister for Agriculture, Food and Rural Development and the Minister for Finance. In accordance with that provision, consent to Teagasc's proposal to create a post at director of operations level to strengthen the organisation's strategic management capability was issued last December. The filling of posts is a matter for Teagasc itself.
