Written Answers. - Flood Relief.

Question:

230 Mr. McGuinness asked the Minister for Finance the position regarding the Kilkenny flood relief scheme; the date work will commence; if all consultations with land owners and local communities affected by the scheme are completed; if a detailed plan has been prepared for the lands at Duke Meadows, Kilkenny; if a date has been set to put this plan on public display; if consideration has been given to provide a wall at John's Quay, Kilkenny, the first phase of the scheme in view of the history of flooding in this area and the hardship being experienced by the residents. The statutory public exhibition of the Nore River (Kilkenny City) drainage scheme by which the general public, local authorities and affected property owners were invited to comment on the scheme proposals, was completed in July 1999 and the scheme confirmed in December 1999. Preparation of the detailed design and contract documents for the scheme are currently being progressed by the firm of engineering consultants appointed by the Commissioners of Public Works, with a view to commencing on site next summer.

It is intended that discussions regarding the type and extent of works will take place with affected property owners in advance of works being undertaken on their respective properties. It is likewise intended that local communities will be made aware of the scheme works in their areas by means of newsletters, etc., circulated in the community.

Provision has been made in the scheme budget for the rehabilitation of affected areas, including the Dukes Meadows area. Details of the rehabilitation and landscaping programme will not be finalised for some time yet and will be drawn up in consultation with the local authority. The consultants preparing the detailed design have been requested to accord priority to erection of the wall in the John's Quay area in the construction phase of the scheme.
