In January 1999, a dedicated public private partnerships unit was established in my Department to promote and develop the PPP approach in sectors under the aegis of the Department. The unit is headed by a principal officer and has five staff. Other line sections in the Department that are overseeing capital investment programmes are also involved in the delivery of the PPP programme. In addition, the National Roads Authority, which has responsibility for the development and delivery of the PPP programme for national roads, also has a dedicated PPP Manager since 1999.
A schedule of approved PPP projects is set out in the following table. In addition to the infrastructural projects is a service project, the national car test, which is a concession contract entered into with the Department.
Proposals for a number of smaller PPP projects are being considered by local authorities with financial assistance from the PPP fund for local authorities. This year £1 million in grants was awarded to 15 projects to assist in the start-up of PPP projects in a variety of areas outside of the main infrastructural sectors. A further £2 million will be available in 2001 and in 2002 under this fund.

This table includes all approved PPP projects where there is a capital value in excess of £5 million private finance investment, a long-term operational period (in excess of five years) with significant transfer of risk to the private sector. The table does not include design and build projects or basic outsourcing contracts.
