Functions of Select Committees: Motion.

I move:

(1) That the following be adopted as an additional Standing Order of Dáil Éireann relative to Public Business:–

"149A (1) Where approval by the Dáil of the terms of any internationa agreement involving a charge upon public funds is required, a motion to that effect may be made by a member of the Government (2) Subject always to the requirement of Article 29.5.2f7>0 of the Constitution, nothing in this Standing Order shall preclude the referral of a proposal contained in any such motion to a Select Committee for its consideration.";

(2) that the Orders of Reference of each Select Committee listed in the Table to this Resolution be amended by the insertion of the following subparagraph after subparagraph (1)(a)(ii):

"(iii) proposals contained in any motion, including any motion within the meaning Standing Order 149(A) concerning the approval by the Dáil of international agreements involving a charge on public funds,", and

(3) that the Orders of Reference of the Select Committee on European Affairs be amended in paragraph (1) by the substitution of the following subparagraph for subparagraph (a):

"(a) That a Select Committee, which shall be called the Select Committee on European Affairs, consisting of 14 members of Dáil Éireann (of whom 4 shall constitute a quorum), be appointed to consider such–

(i) Bills, the statute law in respect of which is dealt wit by the Department of Foreign Affairs, and

(ii) proposals contained in any motion, including any motion within the meaning of Standing Order 149(A) concerning the approval by the Dáil of international agreements involving a charge on public funds as shall be referred to it by Dáil Éireann from time to time.".
