Question:

102 Mr. N. Ahern asked the Minister for Agriculture, Food and Rural Development the situation in relation to payment-compensation for a herd of 78 reactor cows which were taken in June 2000 and for which full payment has not yet been made; the reason for the delay; if full payment is due to a person (details supplied) in County Kildare in this regard; if he will give a breakdown of payments to date; and if he will make a statement on the matter. As a result of the disclosure of 23 reactors – not 78 – in a herd test in June last, reactor grants of £8,370 became payable to the person concerned. However, before this payment was processed, the Department was notified of a court order obtained by a third party against the herdowner concerned, in respect of a judgment for the sum of £3,523.40. This amount had to be deducted from the payment to be made and it was therefore only possible to issue a payment of £4,504.31 to him. This payment issued in December. There is a small balance due to the herdowner which will be paid to him shortly.
