229 Mr. Hogan asked the Minister for the Environment and Local Government if he has any proposals to promote recycling in the various local authorities and particularly a financial incentive for householders in the context of the implementation of waste management plans in each local authority; and if he will make a statement on the matter. I refer to the reply to Question No. 13 of 22 February 2001.

"Changing our Ways" places a strong emphasis on the need to give effect to the polluter pays principle in financing the provision of waste services by or on behalf of local authorities and advocates the introduction of weight related charging to the fullest extent possible. In the context of the provision of segregated collection services to households, there is scope for charging mechanisms whereby a household could receive credit in relation to the amount of organic or dry recyclable waste properly segregated for collection, to be offset against any charge levied in respect of residual waste requiring disposal. Such charging mechanisms would provide a direct incentive for householders to maximise waste prevention and the diversion of waste from disposal.
