Question:

90 Mrs. Owen asked the Minister for the Marine and Natural Resources if the scheme of afforestation grants and premium schemes will be inflation proofed; if so, the details of such action; and if he will make a statement on the matter. [6428/01]

I have secured the agreement in principle of the European Commission to the inclusion of a mid-term review clause in support of the forestry element of the rural development plan 2000-06. This will provide for submission and consideration of an application by the Irish auth orities for an increase in the afforestation grant and premium levels.

91 Mr. Ring asked the Minister for the Marine and Natural Resources when farmers who planted trees prior to 1999 will be paid the increased premium rate. [6802/01]

92 Mr. Boylan asked the Minister for the Marine and Natural Resources if his attention has been drawn to the fact that 10,000 farmers do not qualify for the new increased afforestation grants and premiums, which are effective only in respect of areas planted from 1 October 1999; if he will include all farmers who planted before October 1999; his views on whether this is a matter of extreme importance and urgency; and if he will make a statement on the matter. I propose to take Questions Nos. 91 and 92 together.

Following discussions with the European Commission, Deputy Hugh Byrne, Minister of State, announced in March 2000 significant increases averaging 30% in the rates of annual forest premium for those planting from 1 October 1999. However, despite protracted negotiations, the European Commission refused to agree to co-fund similar increases for those who planted before that date. I am well aware of the critical importance of this matter. I am now considering possible funding from the Exchequer for those who planted prior to 1 October 1999.
