116 Mr. Haughey asked the Minister for the Marine and Natural Resources the aims and objectives of the expert task force on transport logistics in connection with commercial seaports and the task force to examine the potential for the development of port estates and his proposed strategic study of the greater Dublin Bay, including Dublin Port; the membership of these committees; the progress made to date by each of them; and if he will make a statement on the matter. As the Deputy is aware, I established the task force on transport logistics under the chairmanship of Dr. John Mangan to advise me on transport logistics in connection with ports. The task force will examine the potential and prospects for the following: increasing the volume of port traffic that is transported by rail and the transfer of port-generated freight traffic from road to rail, including the development of railhead facilities at existing ports; transport of freight across transport modes by night or during off-peak hours; for traffic diversion. The latter includes diversion by rail, by pipeline including relocation of oil tank farms and to other less congested ports outside Dublin.

The task force will also seek to: identify other imaginative proposals to reduce congestion and make port access-egress more efficient; identify cost-effective options for the movement of port-related traffic through Dublin; identify the possibility for transfer of non-essential activities away from ports.

In addition to these specific tasks, the group will be free to advise on any aspects of the transport logistics of ports that they feel merit comment. This group will take into account various reports and international experience. In an effort to consult as widely as possible, it has placed advertisements in the national media inviting submissions from interested parties. To date, the task force has met on two occasions and I expect to have a report after September 2001.

I recently appointed Mr. Paul Tansey as chairman of an expert task force to advise me on the potential for the development of port estates at commercial harbours operating under the Harbours Act, 1946, and Harbours Act, 1996 and 2000.
The group has been requested to examine the potential for: imaginative use of available port estates; optimal development of facilities including multi-user facilities to create capital for investment in port-related activity or income streams to support port operations; reclamation opportunities to underpin the creation of development opportunities for port-related or other beneficial purposes; the scope for public private partnership venture options; development of the State foreshore within or adjoining the jurisdiction of the port to generate capital funding for port investment.
This group will take into account various reports and international experience and it has also embarked on a wide consultation process, inviting submissions from interested parties. I expect the group, which has met on three occasions to date, to report with advice and recommendations on these matters and any other aspects of port estate management that it feels merit comment within a six-month to eight-month timeframe.

I expect to make further appointments to each task force in the near future.
The proposed strategic study of Dublin Bay will prepare a strategic plan for the development of Dublin Bay, including Dublin Port and adjoining lands. The Departments of the Environment and Local Government and Arts, Heritage, Gaeltacht and the Islands have both nominated representatives to discuss terms of reference for the study and it is expected that an initial meeting will take place within weeks.
