Question:

152 Mr. N. Ahern asked the Minister for Tourism, Sport and Recreation if, in relation to area partnerships under his control, the salary levels of chief executives or staff are laid down by his Department; if guidelines are provided; if so, if those guidelines are acted on; if Departmental approval for salary structure is necessary or asked for; and if the range of salaries or guidelines can be provided. Responsibility for the administration of the local development initiative is devolved to Area Development Limited – ADM – a limited company which operates as an agency to discharge certain agreed functions on behalf of, inter alia, the Minister for Tourism, Sport and Recreation. In this context, the salary levels of the managers and staff of the 38 local partnership companies and the 33 community groups are the responsibility of ADM Limited.

The present salary structure was set in 1994 by the Department of the Taoiseach, which at that time was responsible for the local development programme which was funded under the operational programme for local, urban and rural development. The salary levels agreed at that time have been subject to national cost of living increases since then. Guidelines relating to the conditions and levels of pay have been drawn up by ADM Limited and through the audit process, a checking procedure exists to ensure that these guidelines are observed and acted upon.
