108 Mr. Shatter asked the Minister for Foreign Affairs if, as a result of the outcome of the referendum on the Nice treaty, there is a change in Government policy concerning this State's participation in the EU rapid reaction force and the undertaking by this State of Petersberg Tasks in co-operation with other EU states under a United Nations mandate. 111 Mr. Durkan asked the Minister for Foreign Affairs if he is willing to facilitate a debate on European defence and security with particular reference to Ireland's participation therein; and if he will make a statement on the matter. [18455/01]

I propose to take Questions Nos. 108 and 111 together.

Ireland's participation in the European Security and Defence Policy (ESDP) is based on the relevant provisions of the Treaty of Amsterdam, as approved by the electorate in 1998, and in line with the conclusions of successive European councils. Participation in the ESDP is fully consistent with Ireland's policy of military neutrality. The Government has made clear that Ireland would only take part in Petersberg Task missions which are specifically authorised by the UN and on the basis of a sovereign case by case decision, subject to the approval of this House. This position is unaffected by the outcome of the Nice treaty referendum.

The Government has made considerable efforts to facilitate a thorough and factually based debate on the subject of Ireland's participation in the European Security and Defence Policy, including during the recent referendum campaign. I have endeavoured to keep this House informed of developments in this area on a regular basis, as well as through appearances at Oireachtas Committees. In this context, I will shortly be appearing again before the Joint Committee on European Affairs
I remain open to debate at any stage on Ireland's approach to European Security and Defence Policy and I envisage that it will be one of a number of issues which will arise for discussion at the national forum for Europe which is soon to be established. I look forward to a fruitful exchange of views and to addressing any remaining fears or anxieties in a comprehensive manner.
