I missed meetings of the General Affairs Council on three occasions when urgent business has obliged me to be elsewhere. The Minister of State at the Department of Health and Children, Deputy Hanafin, stood in for me at yesterday's GAC, the Minister of State at the Department of Tourism, Sport and Recreation, Deputy Ryan, stood in for me at the January 2001 GAC and the Minister of State at the Department of Enterprise, Trade and Employment, Deputy Kitt, did so at the September 2000 GAC. With those exceptions I have attended each of the GACs since I became Minister for Foreign Affairs in January of last year.
The Minister of State at the Department of Foreign Affairs, Deputy O'Donnell has responsibility for the formation of the twice-yearly meetings of the development council. I understand that she has attended each meeting since July 1997 with the exception of the meeting on 10 November 2000. On that occasion, Ireland was represented by Ambassador Denis O'Leary, Permanent Representative to the EU, and by Assistant Secretary Martin Greene, head of the development co-operation division at the Department of Foreign Affairs.
My predecessors as Ministers for Foreign Affairs, Deputy David Andrews and former Deputy Ray Burke, attended each of the GAC meetings which took place during their periods in office, with the following exceptions:
