Question:

123 Mr. Durkan asked the Minister for Public Enterprise the extent to which she has retained responsibility regarding policy in the area of the provision of fixed line telephone services; if it is intended to set out policy guidelines regarding coverage and quality of service; and if she will make a statement on the matter. [18992/01]

I have responsibility for communications policy matters, including fixed line telephone services. Policy in relation to the coverage and quality of service for fixed lines is set out in the European Communities (Voice Telephony and Universal Service) Regulations, S.I. No 71 of 1999 giving effect to Directive 98/10 of the European Parliament and of the Council on the application of open network provision to voice telephony and on universal service for telecommunications in a competitive environment. The implementation of these regulations is a matter for the Director of Telecommunications Regulation or ODTR.
