Written Answers. - School Staffing.

David Stanton

Question:

442 Mr. Stanton asked the Minister for Education and Science if he will consider making available a sixth teacher to St. John the Baptist national school, Midleton, County Cork; and if he will make a statement on the matter. [18841/01]

The staffing of a primary school is determined by reference to the enrolment of the school on 30 September of the previous school year. The number of mainstream posts sanctioned is determined by reference to a staffing schedule and is finalised for a particular year following discussions with the education partners. The enrolment at St. John the Baptist national school was 144 pupils on 30 September 2000. This enrolment will entitle the school to a staffing of a principal and four mainstream class teachers for the 2001-02 school year. In addition, the school has a shared learning support teacher and a shared resource teacher.

A school's staffing can be deviated from when a school experiences rapid growth in its enrolment. Rapid growth is defined as an increase in its enrolment in one year relative to the previous year of 25 pupils with a stipulated excess of five pupils on the appointment figure. The board of management made an application for the fifth mainstream class teacher under developing school grounds for the 2001-02 school year based on a projected enrolment of 158 pupils on 30 September 2001. The board was advised in writing on 28 May 2001 that it required an enrolment of 169 pupils on 30 September 2001 to be entitled to this additional post.

Denis Naughten

Question:

443 Mr. Naughten asked the Minister for Education and Science if he will approve the appointment of a third assistant teacher to Carrick national school, Ballinlough, County Roscommon; and if he will make a statement on the matter. [18842/01]

The staffing of a primary school is determined by reference to the enrolment of the school on 30 September of the previous school year. The number of mainstream posts sanctioned is determined by reference to a staffing schedule and is finalised for a particular year following discussions with the education partners. The enrolment at Carrick national school on 30 September 2000, was 75 pupils. This enrolment will entitle the school to a staffing of a principal and two mainstream class teachers for the 2001-02 school year which is the same staffing as the school, at present.

The board of management has advised that the projected enrolment in September 2001 will increase to 90 pupils. I have asked an inspector to visit the school and report on it. The primary payments section of my Department will be in contact with the board of management of Carrick national school on receipt of this report.

Question:

446 Mr. Aylward asked the Minister for Education and Science if he will investigate the possibility of allowing the retention of a teacher in a school (details supplied) in County Kilkenny. [18855/01]

The staffing of a primary school is determined by reference to the enrolment of the school on 30 September of the previous school year. The number of mainstream posts sanctioned is determined by reference to a staffing schedule and is finalised for a particular year following discussions with the education partners. The enrolment at the school in question has decreased from 378 pupils on 30 September 1999 to 358 pupils on 30 September 2000. This latter enrolment will entitle the school to a staffing of a principal and 12 mainstream class teachers for the 2001-02 school year. In addition, the school has a learning support teacher and a shared resource teacher for Travellers which they will retain for the coming school year.

Paul Connaughton

Question:

449 Mr. Connaughton asked the Minister for Education and Science the reason a school (details supplied) in County Galway is to lose a teacher in September 2001; if his attention has been drawn to the problems that this type of decision has on the children in the school; and if he will make a statement on the matter. [18882/01]

The staffing of a primary school is determined by reference to the enrolment of the school on 30 September of the previous school year. The number of mainstream posts sanctioned is determined by reference to a staffing schedule and is finalised for a particular year following discussions with the education partners. The enrolment at the school in question was 81 pupils on 30 September 2000. This enrolment will entitle the school to a staffing of a principal and two mainstream class teachers for the 2001-02 school year. In addition, the school has a shared learning support teacher which they will retain for the coming school year.

The school in question was recently included in the disadvantaged programme Giving Children an Even Break for additional grant aid purposes. The board of management of the school was advised on 11 May 2001, that the only grounds for the school to retain their third mainstream class teacher is under developing school grounds. To be eligible for a post under these grounds the school in question requires an increase in its enrolment in one year relative to the previous year of 25 pupils with a stipulated excess of five pupils on the appointment figure. The school would require an enrolment of 106 on 30 September 2001, to be entitled to this additional post.
