Question:

332 Mr. Ellis asked the Minister for Agriculture, Food and Rural Development if he will make headage, premium and extensification payments for 2000 to a person (details supplied) in County Leitrim. [22130/01]

Payments under the 2000 cattle headage scheme, the 2000 suckler cow premium scheme and the 2000 extensification premium scheme have been made to the person named. Payment of £51.98 under the 2000 extensification scheme issued on 20 May 2001. He was paid £108 under the 2000 cattle headage scheme on 25 July 2001. Payments totalling £151.93 issued under the 2000 suckler cow premium scheme, made up of an advance of £88.43 on 16 October 2000, a supplementary advance of £29.47 on 19 December 2000, the balance of £29.49 on 31 January 2001 and euro compensation of £4.54 on 30 March 2001.

No applications were received from the person named under the 2000 sheep headage scheme, the 2000 equine headage scheme, the 2000 goat headage scheme, the 2000 ewe premium scheme, or the 2000 special beef premium scheme.

333 Mr. Ellis asked the Minister for Agriculture, Food and Rural Development if he will make an extensification payment for 2000 to a person (details supplied) in County Leitrim. [22131/01]

A payable order for £311.88 being the entire amount of 2000 extensification premium due to the person named, issued on 7 August 2001. An additional amount of £8.16 due in euro compensation top-up issued on 21 August 2001.

334 Mr. Naughten asked the Minister for Agriculture, Food and Rural Development the reason for the delay in approving grants under the national farm pollution scheme; when he will approve this grants scheme; and if he will make a statement on the matter. [22139/01]

The national scheme for the control of farm pollution, now replaced by the new farm waste management scheme, was extremely successful and uptake exceeded all expectations. The EU-imposed ceiling for expenditure under this scheme has been reached and my Department has applied to the European Commission to formally raise the ceiling. A number of payments under the scheme, including payment to the person mentioned in the question, has been delayed pending receipt of this formal approval. Following recent discussions between my Department and the European Commission a positive response is expected very shortly. All payments will issue immediately approval is received.

336 Mr. Aylward asked the Minister for Agriculture, Food and Rural Development if he will arrange special compensation for a person (details supplied) in County Kilkenny in respect of the loss of an animal. [22197/01]

The on-farm market valuation scheme which has been phased in since February 2001 for certain breakdown situations allows for the herdowner being offered a choice of live valuation or the current reactor grant arrangements provided the breakdown situation so qualifies. In this case the breakdown did not qualify for live valuation. Consequently his entitlement is for a reactor grant, which will be processed subject to the usual conditions being complied with.
