Written Answers. - Irish Blood Transfusion Service.

Question:

310 Mr. J. O'Keeffe asked the Minister for Health and Children his views on whether the case for full blood testing facilities, including PCR in Cork, is reinforced by the problems associated with international terrorism; and if he will make a statement on the matter. [23072/01]

As the House is aware, the recent tragic events in the United States have focused attention internationally on the need for enhanced co-operation between countries to counter international terrorism and its effects. In so far as the health services are concerned, the threat of terrorist incidents must now be taken into account in our emergency plans. I am advised that the Irish Blood Transfusion Service is reviewing its business continuity plan in the light of the potential threat of international terrorism. The aim of the plan is to ensure the continuity of services in the event of contamination or other serious disruptions and the threat of terrorist actions will now be factored into the plan. I understand that contingency planning will have an international dimension and that there is support among European transfusion services to extend and develop co-operation. In that regard, the IBTS is well placed to secure the support of other transfusion services in Europe and it is likely that this will lead to arrangements for emergency back-up support on a reciprocal basis. This will be facilitated by the introduction of common European standards of quality and safety for the collection, testing and processing of blood components which are being developed in anticipation of an EU directive which is expected to be completed later this year. This major initiative in blood safety in Europe will support further co-operation among member states.

As the Deputy is aware, the IBTS have agreed to establish a three person committee of international experts of standing in the field of blood transfusion to review the board's decision to consolidate testing. The membership of the committee will comprise a nominee of the IBTS and of the Southern Health Board and the third person to be jointly agreed. This is an important development which is being progressed.
