Question:

113 Mr. Deenihan asked the Minister for Agriculture, Food and Rural Development when an extensification payment will be made to a person (details supplied) in County Kerry; and if he will make a statement on the matter. [24679/01]

Due to intermixing of stock, the herd number of the person named was amalgamated with that of his father in April 1999 and grants due for 2000 are payable to both parties under one jointly registered herd number.

A sum of £1,819.30, 2,310.03, in 2000 extensification premium grants was paid on 28 May 2001. This payment is based on a total of 35 male animals on which 2000 special beef premium was already paid. Euro compensation top-up amounting to £47.60, 60.44, is still due on these 35 animals and will be paid shortly. Taking the amalga mated herd position into account, an additional sum of £1,120.14, 1,422.28, is due to the jointly registered herdowners in 2000 extensification premium. The sum payable is based on 21 other male animals that had already qualified for payment under the 2000 special beef premium scheme. This payment can also be expected shortly. A 40% balance of 2000 suckler cow premium amounting to £1,333.42, 1,693.09, along with a 2000 extensification premium payment based on 21 suckler cows and amounting to £1,120.14, 1,422.28, will also be paid shortly.
Separate herd numbers have since been restored to each party. Each party has separately applied for grants under the 2001 ewe premium scheme, the 2001 area based compensatory allowances scheme and the 2001 special beef premium and suckler cow premium schemes. The first instalment of 2001 ewe premium, which amounted to £1,600.95, 2,032.79, issued to the person named on 4 October 2001. Payment of the second instalment is scheduled to commence in the coming days. In regard to the 2001 area based compensatory allowances scheme, because of the amalgamated herd position of the two herds a stocking density for 2000 is not readily available from livestock scheme records for the person named. His case is currently being examined against CMMS records for 2001, and on confirmation that the minimum stocking density of 0.15 livestock units per hectare is reached, payment should issue in due course. Payment of an 80% advance of the 2001 special beef premium and the suckler cow premium is scheduled to commence within the next week or so.

Question:

114 Mr. Creed asked the Minister for Agriculture, Food and Rural Development the situation regarding a 2001 ewe premium payment for a person (details supplied) in County Cork; and if there are penalties incurred in this application. [24704/01]

Under the 2000 ewe premium scheme the person named was paid £721.79 in three instalments in respect of 38 ewes. However, following documentary checks carried out under the 2001 ewe premium scheme it emerged that the person named sold ten ewes within the retention period under the 2000 scheme. Consequently, under the terms and conditions of the 2000 scheme, he was deemed ineligible for payment. The amount paid was recently recouped from the 2001 area based compensatory payments scheme which has allowed full processing of the first and second instalments of the 2001 ewe premium to be completed. Payment of these instalments without penalty will be made shortly.

Question:

115 Mr. Ring asked the Minister for Agriculture, Food and Rural Development the reason a person (details supplied) in County Galway has not received a 2000 headage payment. [24724/01]

The person named applied on one beef cow and three other animals under the 2000 cattle headage scheme and one cow under the 2000 suckler cow scheme. His application was received on 20 June 2001 and was accepted on proof of a certificate of posting. When his application was being processed three of the animals applied on were not registered with the national calf birth registration service and the person named was written to by my Department on 10 October 2001 requesting that the animals be registered. The animals will have to be registered before the application can be processed further. No area aid application was received from the person named for the year 2001 and consequently no disadvantaged areas compensatory allowance scheme payment can be made for 2001.

The person named applied on one animal under the 2001 suckler cow scheme and his 80% entitlement under the scheme will issue before the end of October. Farmers who fail to submit an area aid application may be paid premium payments on up to 15 livestock units.

116 Mr. Ring asked the Minister for Agriculture, Food and Rural Development the reason a person (details supplied) in County Mayo has not received an area based payment. [24725/01]

The person named furnished an incomplete 2001 area aid application in that he did not include maps for two new parcels of land on which he is claiming area aid. The herdowner has been contacted in the matter, and a response is awaited. When this is received his application will be processed with a view to ensuring that any payments due can be made as soon as possible.

117 Mr. G. Reynolds asked the Minister for Agriculture, Food and Rural Development when a person (details supplied) will receive a 2001 headage payment. [24781/01]

The person named will be paid his full entitlement under the 2001 area-based compensatory allowance scheme before the end of October 2001.
