393 Mr. R. Bruton asked the Minister for Justice, Equality and Law Reform the implications for the development of a European policy on immigration of a recent European Court ruling on the rights of non-European Union nationals to work in a self-employed capacity in European Union countries. [23892/01]

The association agreements which are the subject of the recent rulings in question, are among a number of association agreements between the European Communities and third counties, containing provisions which, inter alia, create a right of establishment within the Community for nationals of the country in question. My Department has had in place, for some time, administrative arrangements designed to facilitate the exercise of these rights, subject to the provisions of the agreements. Advice is currently being sought from the Office of the Attorney General on whether the findings of the court have implications for any aspect of current practice in this regard. I will write to the Deputy when that advice has been received and considered in my Department.
