Question:

394 Mr. R. Bruton asked the Minister for Justice, Equality and Law Reform the international procedures for trying persons accused of international terrorism; if he is satisfied that these procedures have the necessary recognition and co-operation from all countries; and if he can use our present position in the United Nations to improve the recognition and operation of these procedures. There are international procedures in place, dealing with such matters as extradition and mutual assistance in criminal matters, which are designed to enable those accused of terrorism and other serious offences to face trial but, in the aftermath of the terrorist atrocities in the US, the international community is examining ways in which these procedures might be strengthened. To this end, the United Nations, with strong support from Ireland, is drawing up a comprehensive convention on terrorism, aimed at maximising the effectiveness of the international response to terrorist offences.
