Question:

221 Mr. Stanton asked the Minister for Tourism, Sport and Recreation the way in which the recreation aspect of his title is put into practice; the programmes and schemes in operation under this aspect of his Ministry as distinct from the tourism and sport aspects; and if he will make a statement on the matter. The recreation element of my Department's work is addressed in a variety of ways mainly through various sports related programmes under which an integrated approach to policy development and implementation means that facilities, opportunities and supports for recreational, socialisation and leisure activities are delivered in different ways, incorporating the sport and local development areas of the Department.

For example, the national lottery funded sports capital programme, which is administered by my Department provides funding towards the provision of sport and recreational facilities at local, regional and national level throughout the country. The main aims and objectives of the programme are to develop an integrated and planned approach to the development of sport and recreational facilities, assist voluntary and community organisations with the development of appropriate facilities in appropriate locations that will maximise use in terms of participation in sport and recreation and prioritise the needs of disadvantaged areas in the provision of facilities. The local authority swimming pool programme provides substantial funding towards the provision of these facilities, which provide the opportunity for people of all ages to take part in healthy, enjoyable activity and recreation.
In addition, the young people's facilities and services funds assists in the development of preventative strategies and initiatives in a targeted manner through the development of youth facilities, including recreational facilities, and services in disadvantaged areas where a significant drug problem exists or has the potential to develop.
I should also point out that the Irish Sports Council supports a number of organisations and projects aimed at providing opportunities and at increasing participation among people of all ages in recreational and fun sport throughout the country.
