Request to move Adjournment of Dáil under Standing Order 31.

Before coming to the Order of Business I propose to deal with a number of notices under Standing Order 31 dealing with three different topics. I propose to deal with these topics separately and will call on Deputies in the order in which they submitted their notices to my office. In regard to the first topic, I have received notice from Deputy Healy and call on him to state the matter.

I seek the adjournment of the Dáil under Standing Order 31 to raise a matter of immediate importance, namely, the need for the Minister for the Environment and Local Government to make a full statement to the House announcing the abolition of domestic refuse charges in view of the recent Supreme Court judgment.

Having considered the matter fully I do not consider it to be in accordance with Standing Order 31.

In regard to the second topic I have received notice from Deputy McCormack and call on him to state the matter.

I seek the adjournment of the Dáil under Standing Order 31 to discuss the serious situation which has arisen whereby staff are on a go-slow in the office of the Department of Social, Community and Family Affairs in Letterkenny which deals with child benefit and optical, dental and medical appliances, and at the office of the Department of Agriculture, Food and Rural Development in Galway. In both offices staff are refusing to take telephone calls from the public or public representatives or deal with correspondence. This action is causing great inconvenience and stress for the general public and I ask the relevant Ministers to intervene.

Having considered the matter fully I do not consider it to be in accordance with Standing Order 31.

I call on Deputy Sargent to state his matter.

Under Standing Order 31 I ask that Dáil Éireann be adjourned to deal with the atrocious delays of over one hour in some cases, and indeed imprisonment on packed carriages, affecting commuters on DART and outer suburban trains in the last 24 hours; the failure of the Minister for Public Enterprise to understand this and address the need for efficient management in Iarnród Éireann and a new investment package to increase line capacity as well as rolling stock.

Having considered the matter fully I do not consider it to be in accordance with Standing Order 31.
