198 Mr. J. O'Keeffe asked the Minister for Foreign Affairs the details of court judgments or proceedings or infringement procedures against the Government or any reasoned opinions issued by the Commission involving the Government for non-compliance with European Community and European Union rules and regulations over the past four years. [28664/01]
Infringement procedures from the European Commission involve the issue of a formal notice which in some cases leads to a reasoned opinion. Annex 1 following lists details of formal notices and reasoned opinions received by Ireland since 1 November 1997. Depending on the nature of the reasoned opinion, action in the European Court of Justice may ensue. Annex 2 lists details of European Court of Justice cases that resulted from the infringement procedures listed in Annex 1. Annex 3 lists details of other court action during the past four years, based on infringement procedures undertaken prior to November 1997.

199 Mr. Gregory asked the Minister for Foreign Affairs if, further to his recent meetings with the Foreign Minister of Columbia, he raised the issues of concern to the families and relatives of the three Irish citizens in prison in Colombia; the response of the Colombian Foreign Minister; and if he will make a statement on the matter. I met with the Foreign Minister of Colombia, Mr. Guillermo Fernandez de Soto, on 13 November during my recent visit to the United Nations in New York. I had previously met the Permanent Representative of Colombia to the United Nations on 30 October. I raised the concerns of the families of the three Irish citizens currently being detained in Colombia. In particular, I emphasized the importance of ensuring that the men are held in safe and secure accommodation, that they have reasonable living conditions, including the possibility to associate with each other, and that they have adequate access to their legal representatives. I also asked that the case be expedited to the greatest degree possible. Minister de Soto undertook to follow up the concerns which I raised.
