1268 Mr. J. Bruton asked the Minister for Education and Science the reason he has decided to change the method of provision of 16 new classrooms at Ratoath national school from the previously planned approach of tendering under the aegis of his Department to a public private partnership; if as a result of this decision he has instructed the board of management not to proceed with the appointment of an architect as was previously planned; if the costs of the provision of the school will be included in the Public Capital Programme for the purposes of the obligations under the Stability and Growth Pact underpinning the euro; when work on the school will be commenced under the public private partnership; and if it will be open to public representatives to table questions about progress in the building of the school, now that it has been included in the public private partnership scheme. My Department is currently at the early stages of considering further projects under the public private partnership process following the commencement of construction of the initial pilot phase of the post-primary PPP project. As the Deputy will be aware, PPP projects encompass the design, build, financing and operation of capital facilities. The initial project is testing the PPP process in respect of post-primary school provision.

I am sure the Deputy will agree that it is prudent to keep all options open and accordingly my Department requested the board of management to postpone, for the time being, the process of appointing of a design team.
