Question:

119 Cecilia Keaveney asked the Minister for the Environment and Local Government his views on the need for a scrappage or some form of scheme for vehicles that fail the NCT; and if he will make a statement on the problem of burned out cars blighting our countryside. [2971/02]

My Department has been actively engaged with the Society of the Irish Motor Industry, the Irish Motor Vehicle Recyclers Association and the Metal Merchants Association of Ireland with a view to developing a producer responsibility initiative which would comply with Directive 2000/53/EC on end-of-life vehicles. A particular objective of the directive is to ensure that all ELVs are collected, dismantled and recovered by industry at no cost to the final owner of the vehicle in a manner that does not cause environmental pollution. It is my objective to secure early agreement on an acceptable vehicle recovery scheme with the support of all stakeholders as soon as possible. In the interim, extensive powers are available to local authorities under the Waste Management Act, 1996, to deal with abandoned or dumped vehicles.
